The Challenge
National government portals in the Gulf face a structural paradox: they hold enormous informational authority, yet that authority is invisible to the algorithms shaping discovery. Departments publish information in silos, technical infrastructure grows organically without coordination, and schema markup, the machine-readable layer that enables AI systems to interpret and cite content correctly, is entirely absent.
For this government authority in Bahrain, the challenge was acute. Citizens, investors, and international partners were using Google, and increasingly AI platforms like Perplexity and ChatGPT, to discover national initiatives, but the authority's content was consistently surfaced below less authoritative competitors. Priority sectors including investment zones, digital economy services, and tourism initiatives were underperforming despite the strength of the underlying programmes they described.
The mandate was clear: redesign the digital discovery architecture so that Bahrain's national story was told correctly, comprehensively, and in the language that both search engines and AI systems understand.

The Approach
Full-Spectrum Digital Diagnostic
A comprehensive audit mapped every content property, identified technical SEO deficiencies, flagged duplicate and thin content, and benchmarked performance against comparable government portals in the region. Crawl data revealed over 2,400 orphaned pages and 340 critical structured data gaps across priority service areas.
Entity Consolidation & Authority Mapping
A national entity map was built, defining how the authority, its departments, initiatives, and key figures should be represented in structured data. This ensured that AI systems understood the organisational hierarchy and could correctly attribute information across queries. sameAs references were established across Wikidata, LinkedIn, and government data registries.
Intent-Led Content Architecture
Priority service pages were restructured around query intent rather than departmental logic. Content was reorganised to answer the questions citizens and investors actually ask, with clear informational hierarchy, FAQ schema, and passage-level optimisation enabling AI systems to extract and cite specific answers directly from page content.
Technical SEO Infrastructure Rebuild
Core technical issues were resolved: URL canonicalisation, multilingual hreflang implementation for Arabic and English content, Core Web Vitals improvements across mobile, and a structured internal linking architecture that distributed PageRank to priority service pages. Site speed improved from an average of 4.2s LCP to 1.8s.
Schema Markup at Scale
JSON-LD structured data was implemented across 180+ priority pages covering Organisation, GovernmentService, FAQPage, BreadcrumbList, and Event schemas. Each schema type was validated against Google's Rich Results Test and aligned with GEO best practices for AI citation readiness.
Internal Team GEO Training
A two-day training programme equipped the internal digital team with the frameworks and practices to sustain and build on the work independently. This included editorial guidelines for AI-optimised content, a schema maintenance workflow, and quarterly review processes tied to search performance indicators.
